In large skillet heat oil until hot. Add beef, onions, celery, and red pepper. Cook until no pink remains and vegetables are softened.

Add chili sauce, brown sugar, Worcestershire sauce, and dry mustard. Heat until boiling. Reduce heat and simmer for 30 minutes.

Serve on hamburger buns with lots of napkins.
